Local currencies have been tried for a hundred years and every one died on infrastructure cost. A currency that costs cents to move cannot carry a forty peso payment, and a town runs on forty peso payments. So the money that should have stayed leaked to the nearest city, because only the city's rails could afford to move it.

A town issues a claim on USDC, one for one, redeemable any time. It circulates locally with programmable demurrage: money that sits still shrinks one percent a month into the barangay fund, money that moves does not. The screen is a live circulation map with velocity as the headline number and every payment a coin travelling a road between the market, the mill, the port and the houses.

The council spends the fund on chain, every peso a transaction with a memo anyone in town can read.

Local circulation is made of very small, very frequent payments, which is precisely the traffic every previous attempt could not afford to settle. On Arc a payment costs a fraction of a cent and is final in under a second, so a two dollar payment can go around town as many times as it likes.
